I'm pretty sure the variation has to do with the equation of time. That's the difference between apparent solar time, or sundial time, and mean solar time, or clock time. That difference is zero just a few days after the December solstice but reaches its maximum (or minimum depending on how you look at it) of about 14.2 minutes ahead of the sun as soon as February 11th. I suspect that the equation of time has more effect on the date of the latest sunrise closer to the equator because the daily change in sunrise time is less there.
