Not true. In Oregon my friend got a ticket for driving through a amber light even though he made it to the other side before it turned red, and he was doing a few miles under the speed limit also. Amber means if you can stop without locking them up then you better do it.

The national standard for yellow lights is to allow one second for each 10 mph of the posted speed limit. So in a 55 mph posted zone, the yellow light should last at least 5.5 seconds. Recently a number of cities have been busted for shortening the yellow light times and collecting millions of dollars in fines for running red lights.

The answer is yes. As long as you have ENTERED the intersection BEFORE the red light, and you CANNOT safely turn left due to traffic, then a left turn on red is completely legal. This is also because all cars are supposed to be cleared of an intersection upon any red light, to keep traffic flow at the optimum pace.

However, in some jurisdictions you are required to wait at the stop line in your lane thereby not entering the intersection until it is safe to turn.
