I would consider that the rising action because her kidnapping (and the strange man's witnessing of the crime) leads to him going to the Tuck family home with the constable and getting killed.

Then the falling action would be the jailbreak of the Tucks, and the departure of the family, and the conclusion would be the last chapter about the Tucks going back into the now modernized town.
