Well it all depends on the number of raptors in a pack. Generally a pack of anything, wolves for example, will consist of 5ish members. If one takes into account the height, weight, strength differences, then the T-Rex would be the obvious choice, however with its stubby arms, whose to say it would be able to reach the raptors at all.
