When you unlock balloons in island flyover, all the balloons are white. After you shoot them, on your next flight of that time of the day, they become a different color. But if you shoot a white balloon in daytime, then it will still be white in evening or nighttime if you haven't shot it. In other words, its like a different world of balloons for each time of the day. If you shoot all the balloons, then you will get a stamp! Just look everywhere for them. The town ones are hardest, but the island ones are easier. You can also look in the entrance of buildings, there's always some balloons there.

Well i found that it is actually deserted island it MIGHT not but everyone says it is right next to PRIVATE island and really the only island right next to it is DESERTED ISLAND but deserted and abandon are technically the same thing.
