You have to be on level 15. You step out of your dorm when you're level 15 and walk towards the storm school, where there should be a wizard named Simeon. He will have a quest for you. Once you finish the quest, go to the shopping district. Go in side the furniture store near Elik's Edge. On the left should be a turtle. Walk over and talk to him. You have to have at least 8000 gold to buy the most basic castle there is ( which is still a GREAT castle).

I believe they are no longer trainable. Also, you can no longer get the treasure cards in Astral Archives. You can rarely find them in the Bazaar. They DO exist in Treasure Card form, just hard to come by. Some players may still have trained them in the past, but that option is no longer available.
