He was not a cop. The last cipher became decoded. I have waiting for the cipher to come clean since I was 13 year old. I had and encounter with Allen at that age. I was in the back of a store in Riverside in 1977. It was kind of cold but I was wearing a leather jacket. He came with his car and instead of passing past a puddle of water he intentional got me wet. He put down the glass and gently asked me to tame me home to change so I would not get sick. I told I was fine. In his eyes I could tell he was to no good. He kept telling that is alright driving me home. Now Something told me he was looking for pray and those kind are coward. being a 13 old boy I produced my wood engraving knives and approached him fast. I was holding a curved knife with my left hand and a 6 inch straight one with serrated edge in the other hand. He had something close but I did not see what if was. Being a serial killer thus being a coward he rather took off fast.
I remember his face to this day. I was waiting to see his last cipher and it ended with I am Allen. Since it was decoded I can now tell my story. I can tell you Allen was the zodiac.

Police thought so. The circumstantial evidence against Allen was impressive and abundant. The odds that this much evidence was a coincidence would be astronomical and highly unlikely.
Who do they think the Zodiac Killer was or is?
As is common with unsolved crimes, especially one like the Zodiac because of the public attention his crimes still get, it is difficult to get everyone on the same page. Which gives an indication of how hard this case was for the men and women that worked for years to bring about a solution, only to fail in the end. It seems everyone has an opinion and a favorite suspect.
That being said, the most likely person to have been the original Zodiac was Arthur Leigh Allen. Mistakes were made and opportunities lost in the early days and months of the investation and once that time is gone it is impossible to retrieve it again. The lead investigator Dave Toschi was certain that the Zodiac was Allen for a variety of reasons. He knew the case better than any other person with the exception of Robert Graysmith, whose decade long search for the answer ended right at Allen.
Why did police not search Arthur Leigh Allen's house at the time of the Zodiac murders?
At the time of the Zodiac killings in northern California, suspect Arthur Leigh Allen lived at his mother's home, 32 Fresno St., Vallejo, about 40 minutes east of San Francisco. In consideration of Mrs. Allen, detectives failed to search Allen's liar, which doubled as his mother's basement. That opportunity, once lost, was never found again. Family members and several friends of Allen's recalled seeing ciphers, guns and other items that surviving victims described to police.
San Francisco detectives Dave Tosci and Bill Armstrong, drawn into the case with the murder of cab driver Paul Stine on Oct. 11, 1969, finally obtained a search warrent but not the Allen's home on Fresno St. Allen was living in Santa Rosa, CA, while attending Sonoma State University in nearby Cototi. The search turned up several guns, gloves, ect., but Allen seemed to have gotten rid of the most incriminating items.
