A value modifier is an external force which will edit the value of another factor. For example, I might create two variables. One would hold a value, the other would change the value of that value, example below (c/c++):
int a = 5;
int * c = &a;
c = 10;
Now a holds the value of 10, not 5. Simply put: I declared 2 variables, 1 was a standard integer, the other was a pointer. The pointer took the address (location) of 'a' and said "ill sit right next to you and your value", and then i said "now the pointer = 10", which in turn says to the thing its pointing to = 10. That is a value modifier.
