Black list forbids certain MAC address to access the wireless access point everybody else is fine. White list allows only certain MAC address to access the wireless access point. Sometimes it's called MAC filter. Second thing you can use is a wireless password. It allows to connect to your network only if you know the password. You should use WPA at least.
You'll need the Access Point first and then you can get WiFi Connection. Search for a Access Point in the WiFi Connection Settings and look for one around in the house. (Usually by windows.) Once you do find one (that is unlocked) you can connect to it and you can use the WiFi.
