You coud be leaking freon. Or the level of freon in the car could be low or shot. Best thing to do is to go get it checked, and get it refilled. Freon is what makes the air cold. 1998 Buicks use R134a freon.. Widely available at any auto parts store or Wal-mart
R-12 which is very dangerous. And they don't make it anymore. You need to have what freon is left in it flushed out and then get the kit to switch it over to be able to use 134A. You can get the kit and freon at walmart or pepboys or autozone or whatever local parts store you use.
