It depends what you mean by 'chat'. The whole point of The Answers site - is that it is a forum. A person submits a question - then needs to wait until someone capable reads the question before it can be answered.
If you mean you want to chat 'live' with a user - then that is not possible. This is not a live chat room. You can always send an individual a message on their own message board - but you will have to wait until they answer (they don't have to respond).
