The Vita's charger comes in the box. It is in two parts - one with a mains plug and adaptor, the other has a USB plug and one to fit into the Vita. You can use the latter to charge directly from a PC, or both together to charge from the mains.
This completely depends on whereabouts you live. For example: In the UK = 230 V In the USA =120 V It is less in the USA because they think it is safer, this is nonsense because anything over 60 volts will kill you. The line and neutral contacts are protected from interference by the use of shutters that are opened by the plug's earth pin.
