Technically both can, but Safari, like most other browers, have a built in caching system that tracks your browsing history. Apple, like many other mobile-age companies, are notorious for using browsing data in order to compile information based on your interests and needs.

I´m afraid they can! If you use the school internet server they can easily track your history even if you delete. Each computer has a IP (like and Identity Card) that helps the computer to "surf" the net. That number is always available!
Your internet history is tracked for as long as you keep it tracked. You can delete your browser history or you can request it not be tracked by manually clicking the button or by going into inprivate or incognito browsing.
