Yes, a cop can ticket another cop and in cases where a police officer commits a serious crime, another officer may be involved in issuing a ticket or making an arrest.

However, it's generally believed that police officers will avoid ticketing other officers except where actions are so egregious as to demand it. For example, a police officer or prison guard will likely be given a "free pass" if pulled over for a traffic issue.

Actually if a sheriff pulls over a constable or any1 under them for a traffic violations they 80% if the time give them a ticket. I talk to all the sheriffs i see,(I work at the #1 H-e-b lots of them there) they all say yes, most of the males said that's the best part of being a sheriff. I ask other cops that are not sheriffs and they don't answer. Though Sheriff rarely give other sheriff tickets cause for one they prob wont never pull them over, for most sheriffs I'd say follow the law =D
