There is no reason why one shouldn't be able to give a Mass card to an Episcopal. However whether or not it would be useful is another question. I would suggest that there is a possibility that a Mass card should be given with the service of an Episcopal church as opposed to a Catholic one.

A Catholic Mass card is telling the recipient that a certain prayer or prayers are being said at a specific time and place for their loved one. Can you give a non-Catholic person a Catholic Mass card?

I would not recommend it. It is more respectful to the family of the deceased to give a donation to their faith community as opposed to the sender's. Additionally, the Mass card results in the name of the deceased being mentioned in a religious service that is not part of their custom or beliefs. Would a Catholic want their deceased loved one's name to be a part of a non-Catholic service? Probably not.
