Showing a television program in public will almost certainly be a breach of copyright or other performing rights laws. The owners of the content license its use to broadcasters for which they are paid fees. The license normally agrees how many times and in which area the program can be shown. As a member of the public will not have that license, it is highly likely to expect a response from the owner of the material. Bars, clubs and sports centers that show live television also have to pay fees before they are allowed to show it even within their own buildings. Although it is possible that someone may be able to do it without a reaction from production companies or broadcasters, the risk just isn't worthwhile. The compensation or fines can run to many many thousands if you get caught. However, if the the intention is to do it for a specific event that is community based (non professional) and relates to the event, it is worth approaching the television channel. Some may be persuaded to allow it if it does no harm to their own licences and viewing figures. Ask them - the worst that can happen is a refusal and you just might get a pleasant surprise.
