Of course they can. Anyone can make a call on the holidays. Telephone service is not turned off on holidays.

I would double check these facts. I'm still looking into the federal rule, I'm having problems finding the true facts. But it is written very clear for several states they do not allow calls on specific holidays. You might want to consult this site... It has helped me with lots of telemarketing questions.
