Just click on the contact and see if it tells you when this person was last seen that means you are OKAY "NOT BLOCKED" but, if you don't see anything except for the contact name and you are sure that your network is good that means "YOU ARE BLOCKED"
The person either has you blocked, has deleted his account, or does not a profile picture on the Whats app if you can't see a picture.
