Very simple! If they also have Apple devices, go to FaceTime, which is a factory-installed app. If they do not have another Apple device, download and use Skype. Either way, I think Skype is faster and easier to use, in my opinion.
If your chatting with another iPad, IPod or iPhone user that has a camera on that device you can use FaceTime for this. Other apps to use are Skype and Tango if you want to chat with someone that is using a webcam on their computer, typically a Windows PC. I'm not familiar with Mac's or MacBooks so I am not sure how those work.
