The iPhone software development kit (SDK) only runs on recent versions of Mac OS X. The cheapest solution (short of trying to hack OS X to run on your PC) is to by a Mac Mini.
Currently, the iPhone runs on a Mac operating system. This is not, by nature, compatible with Microsoft Windows applications and there are no plans to make Windows application or operating system run on the iPhone. This would provide NO benefit to anyone.
