if its completely disabled for like a passcode or something then you just have to sync it or plug it in to the first apple u use to sync stuff on it

Some apple stores cost you about 30 dollars for the walk through to reset your apple device but im pretty sure if you go to your local apple store they will unlock it for free (: And if that doesnt work you can retrace your memorie or go to a hacker in the town where the person can hack into your apple device.
