Typically for all branches of service, orders are issued thirty days prior. In some cases this can be as short as one to two weeks. And, emergency orders can be issued within 24 hours. All written orders.
GSA is when you PCS and IA means you return back to the same command you left from.
If it creates a conflict of interest, certainly. They may not be able to come outright and say, "we canceled their school because they're on PCS orders", but they can usually find some sort of justification. If the unit decided to send you to the armourer's course to be the unit armourer, for example, and then you came down on PCS orders, their reason for sending you in the first place would become null and void at that point. If in doubt, you always have the option to consult with JAG about the matter.
Are you an officer who is 'resigning his commission? PCS (Permanent Change of Station) orders are transfers from one military organization to another. Enlisted persoonel do not "resign" from the military they are discharged, which is a completely different type of order.

No, if you look at any lease with a 'military clause', it only applies to Permanent Change of Station moves (PCS Orders). It does not cover deployments as those as not PCS moves & you will not be let out of the lease.
First your Assignment Manager puts you in a "slot" or "assignment". He/She doe this with a variety of tools. The Army tries to give you the assignment you want, if there is a need for someone of your grade and MOS at that location. They can use you ASK account to find out where you want to go or you can go to the HRC web site and find the email address for them and send an email. You can also call, but they rarely answer the phone. Most importantly they will put you where they need you first and foremost. Giving you the assignment you want is an after thought. The orders or "levy" goes through your Post G-1, or Admin Section.

Then you're a soldier who is married to another soldier? Unless you delve into issues such as enlisted and officers getting involved with each other, there really isn't much more to it than that. You may, however, have to accept being assigned to different duty stations if one of you or both of you were to come down on PCS orders.
