All cell phones can be used to call 911 even if no airtime is loaded on the cell. I have done so successfully with a Tracfone with no minutes remaining.

Usually retail stores will issue you receipt with a PIN number to use when adding minutes to your tracfone acount. You can add your minutes directly through your tracfone using the PIN number as proof of purchase, or you can go to the tracfone website and do it through there. In either case, you will need the PIN number from the receipt.
You have to buy extra minutes or use your minutes up on some tracfones I'm not even sure you can browse....
The tracfone allows you to purchase just the amount of minutes you need and pay for only what you use rather than paying for a huge number of minutes with a cell phone plans and not using that many.
