No, copper pipes need to either be soldered, or connected with compression fittings. PVC cement will not bond with copper and provide a "solvent weld", it would be a very weak connection.
Installing a Vinyl Fence post on top of a cement patio, slab or retaining wall doesn't have to be a challenging task. You will want to purchase and install a Vinyl Post Mount. Establish where you want the post to be installed and mark the locations where you will drill Four 3/8" Holes into the cement. You will then put the post mount in place and then install Four cement lag type fasteners to securely fasten the post mount to the cement surface. If necessary you can use Stainless Steel washers to shim the base flange of the post mount to keep it level or plumb. No PVC cement can not be used on cpvc pipe. Cpvc and PVC pipe have different chemical compositions so a cement made for one will not work for the other. The process of joining plastic piping together is called solvent welding and the use of the wrong formulation will result in an inferior weld
