Tethering on the iphone is not possible at this time.
A 4g iPhone is a phone that can pick up a 4g signal. This signal allows phone users to access the internet using their phone, instead of the computer.
Go into Settings, WiFi... that's it, pick the one you want to connect to.

I would recommend looking into local computer recycling in your area, such as from schools. You can pick up a decent tower for only $10-$20 that will handle the internet and papers just fine. You could also get a netbook such as an EEE pc for less than $300 dollars, to connect to your monitor and this has the advantage of also being portable.
In order to use Safari and YouTube you need to be connected to the internet... hence you would need to be where there is a wireless internet connection, therefore you wouldn't be able to use it anywhere. Just where you can pick up a wireless signal. The iPod needs this in order to connect to the internet it doesn't have any connection to satellite like the iPhone does.

Your email is stored by your email or internet provider. If you can get a connection, by any computer, to the Internet, you can simply log on to your account. At work, connect to the Internet. Type in the address of your email provider, log on with your name and password and go to your email. You will be able to pick up unread emails and send new ones. Depending on the policies of your provider, some emails are stored for a period.
