Yes, they can and they do. Which is illegal and considered stalking. These days in our high tech world, anybody can be located and tracked easily. I could track the repo man via plate number, phone number, name, or company name-then locate an IP address all using my phone.

Paying them to "find" the cars??? that could be as simple as paying a secretary to call debtors on the phone or paying someone to drive by certain addresses looking for a certain brand,model and color of car. You dont have to have a license to make phone calls or to ride around with your eyes open. Exactly what do you mean???
