If you want a website that is like 'http://[yourwebsite].com, then yes, you must pay. However, most websites that do not have just a .com ending do not require pay, such as a 4t.com ending, or something in effect to that.

Or you could find a free website hosting site like www.freewebs.com or www.weebly.com. I personally have experienced all two but in my opinion it would be freewebs that is better.
