If I understand the question correctly... the answer is NO. Both of the external valves (the pressure relief valve, at the top and the drain valve, at the bottom) can be replaced. Usually these valves are prone to clogging if the water is considered "hard." If the HWH is old 12-15 yrs. then it probably needs replacement soon, and the newer models (Energy Star) will save you some money, over time. Good Luck!
