There are lots of treatment centres that are free; just look on the interent or in the phonebook under addictions. There are also centres that do cost money (ALOT of money), but the free ones are just as good. The ones that you have to pay for cost money since there are qualified professionals that counsel you and help give you advice and all that.
If you use the records to assist in your medical care, it seems like a reasonable deduction. If you are getting the records just because you are curious to see what's in them or for some non-medical purpose, then it might be a stretch to claim a deduction.
