No - if they (or their parents) can afford to buy a mobile phone - they can afford the running costs ! A 'free' call policy doesn't exist. Every 'free' call would have to be paid for - by the rest of the networks customers ! Why should other mobile phone users pay for such a system.
Mobile Phones are a part of people's everyday life. They definitely should not be banned because what if someone is in trouble and they need help, Mobile Phone!
In my opinion - mobile phones should not be allowed in schools ! The school will have contact numbers for every parent in case of emergency, and the parent can always phone the school if they need to get in touch with their child. Allowing children to bring mobiles into school (1) encourages bullying & (2) provides a distraction for the child to avoid following lessons. McDonalds is staffed by thousands of school-leavers who failed their exams because their mobile phone was more important !If a school-kid can't survive a few hours without their precious mobile... there's something seriously wrong !

Impossible to answer... Children should only be given a mobile-phone if they're mature enough to use it responsibly. Children mature at different ages. The risk of taking a mobile-phone to school... is the child is vulnerable to bullying and/or having the phone stolen.
