It depends on what you mean by signs. If you mean signs as in what you hang on the wall, then you would need software for that. You could do it crudely in Wordpad, or a little better in Word or Open Office. You could use drawing software like Paint or Photoshop. Or you could use specialized software for making signs such as Print Shop.

If you mean signs as in symbols and characters, there are a number of ways to make those. You could copy and paste from websites or other documents, load Charmap in Windows (just type Charmap in the Run box or the search bar), or figure out how to do it using the ALT key. You would hold down the ALT key and type the corresponding number code using the number pad (not the number keys at the top since they map out differently internally), then release the ALT key.
