If you have a cell phone that is turned on you can always be tracked to the nearest cell tower. This is necessary for the system to work, so that you can make and receive calls.

If the GPS in the cell phone is enabled and you are outside (so it can lock to the satellites) you can be tracked to about 10 feet.

The only way to be certain that you cannot be tracked through your cell phone is to always keep it turned off except when you want to make a call or check voicemail. Of course everyone will have to leave messages on your voicemail when they try to call you. Everytime you turn the phone on to make a call or check voicemail you will be located and tracked until you turn the cell phone off again.

Perhaps you should forget cell phones and only use a landline phone with an answering machine.
