The best guess I can offer is that they don't obtain any different cards than what's supplied with the equipment. Usually, it's a matter of just either tuning the receiver to the correct subcarrier frequency for the English language (through your user's menu) or having the service provider authorize the internal settings for the English language. With today's technology, I really don't think a company would issue a separate series of cards which are language specific.
