Go on the website of your service provider, log in or set up account. You will need the main cell phone # of the cell account & account # located on cell bill. Go to either settings, preferences or personalive (if there are more than 1 # on the account be sure u r making changes to the right phone). There will be an opption to block #s. Type it in & save

I think if you block a person on facebook, he/she is removed from the friends list.

In the context of phones, it's just what it sounds like: a block, or set, of numbers set aside for the use of a particular provider.
