Try re-installing windows, that should work. If its infected badly it will be a pain to find it and correct it. Took me about 4 hours. Re-installing windows will make a new copy of windows and you can delete the old copy. Just make sure you delete the right one.

To correct the error "The procedure entry point cef_browser_create_sync could not be located in the dynamic link library libcef.dll," you should first ensure that you have the correct version of the CEF (Chromium Embedded Framework) installed that matches the application you are using. Reinstalling the application or updating it to the latest version may also resolve the issue. Additionally, check for any corrupt or missing files in the application's installation directory and consider replacing the libcef.dll file with a fresh copy from the official CEF distribution. If the problem persists, consult the application's support resources for further assistance.

Dynamic linking is accomplished by placing the name of a sharable library in the executable image. Actual linking with the library routines does not occur until the image is run, when both the executable and the library are placed in memory. An advantage of dynamic linking is that multiple programs can share a single copy of the library.
For my case which I can not explain though, Changing run time package will fix this problem Terry G.
