In The Sims FreePlay, to ask another Sim to move in, first ensure that both Sims have a good relationship. Then, select the Sim you want to move in, tap on them, and choose the option to "Ask to Move In." If the relationship is strong enough, the other Sim will agree, and they'll move into your household.

on the edit town mode you can merge households. also if your sim is good enough friends with another sim in another household and they are at that sims house at the moment then that other sim can ask you if you would like to move in
In Sims FreePlay, to get a new Sim, you need to build a new house in your neighborhood. Once the house is complete, tap on it and select the option to move in a new Sim. You can either create a new Sim or choose an existing one from your town. After moving in, you'll have a new Sim to play with and develop in the game!
Actually, you can get another sims to ask you to move in. I'm not sure that its the same on the Ipod App but on the computer game you can. am not exactly sure how, I think you have to use a lot of friendly interactions and it will give you the option to move in with the other sim.

There is a cheat but I don't know it. Basically you have to make your sims fall in love (get their life-time relationship above 60) and then you can 'Propose' 'Move In'. The other sim may say no, if they do, you have to get their life-time relationship up even higher and try again. Or you can go to the neighbourhood and move a sim from the family bin into the same house as another sim.
