Well if you are a member now or was a member before this will work for you
If you were a member before but doesn't have a fox this won't work for you.
First Make a turtle. Then go underwater like Bahari bay. Then delete all your animals but don't delete your fox or turtle. Next log out then log in. Click a server then your a non member fox. After that go to your animals recycle your turtle.

How do you go on Club Penguin and not pay?
You can have a non-member account which means you wont have to pay. Just press create a new penguin and follow the steps. To become a member press become a member and follow those steps. On non-membership you are not aloud to do various member activities.
