No. you can block all numbers not in your contacts though
Tap on Settings, scroll down to "Phone" (or "Messages" if you want to block texts, too) and tap on "Blocked" to enter the number you want to block.

You call your servize provider and tell them to block that number that you want blocked
AT&T charges for it, if you're jailbroken there is a Cydia app for it called 'blacklist'.

If you mean to block them sending texts to you or calling you, you would have to call up your Network Operator as there is no inbuilt blacklist on the iPhone 4. There is a way if you have your iPhone jailbroken which would be to download iBlacklist but it does cost to download it and I don't recommend jailbreaking.
The four digit number to unlock the iPhone is your choice but if it's not working then call the company you brought the iPhone from.
