Any phone can call any other phone no matter what type/brand. Verizon can call T-Mobile, as long as that T-mobile number did not block that Verizon number. Think about this to remember - any cellphone can contact another cellphone off their network as long as they aren't blocked on that person's (that they are trying to get ahold of) number.
