Once you register your username with Skype (Microsoft) you are unable to change it. You can always change your display name but not your physical contact name.
A Skype name is a nickname you use for yourself for people to see and add you on Skype as a friend. It's not like you are going to put your full name and exactly where you live. Scammers are always around.
