Yes, IE (Internet Explorer) is a web browser from Microsoft, which often is installed by default in Microsoft Windows.
Internet Explorer (IE) primarily operates at the Application Layer (Layer 7) of the OSI model. This layer is responsible for providing network services to applications, enabling web browsing, email, and file transfers. While IE interacts with other OSI layers for data transport, its core functionality is focused on the user interface and application-level protocols like HTTP.
It saves nothing, except for bookmarks (if you make a new bookmark, it is still there after you quit Private Browsing) and downloads. This applies to Firefox, I know not about IE's inprivate features.

An IE control, or Internet Explorer control, refers to a component that allows applications to embed the Internet Explorer web browser functionality within their interface. This control enables developers to display web pages, interact with web content, and leverage web technologies like HTML, CSS, and JavaScript directly within their applications. It is commonly used in Windows Forms and WPF applications to provide users with web browsing capabilities without leaving the application environment. However, with the decline of Internet Explorer, developers are encouraged to use more modern alternatives, such as the WebView control based on Microsoft Edge.

Cookies are tiny pieces of data used to store information about websites you've been to, ie. saved username and password, automatic login to a forum, progress in an online game. They are very difficult to hack and malicious cookies are very rare. For optimum enjoyment of web browsing, my personal recommendation would be to enable them.
Yuo surely can browse secure with IE. Did you listen about yobaproxy? I'd just make this service for such purposes.
Please ask that question more precisely. - ie, "West region" of where.
IE started out with virtually the same GUI, but it was a web browser, not a file browser. IE then evolved from there.
