The simple answer is that you typically do not control bandwidth usage from the modem itself but, rather, from a router or managed network switch that supports such functionality. Depending on the hardware, the bandwidth limitations can be set either per port or per MAC address. Further, if speed is not a concern but the amount of data transferred over, say, a 24-hour period is of greater interest, then that is also achievable but that is most frequently accomplished on a managed switch rather than a router.

An example of a switch that will provide this capability to you is the Cisco Small Business SG300 series. In one of my offices, I use the SG300-20 (20-port Gigabit Ethernet) as my central switch and have used it to set up priority queues, bandwidth limitations, and more to insure that the network communication flows efficiently and there are no bottlenecks from "resource hogs."
