You then usually drop any leading 0 in the phone number you are dialling.

First, you need to know the telephone number in full international format. Every international telephone number has a telephone country code, a one- to three-digit number prefixed with a plus symbol. For example, +1 is the USA and Canada, +44 is the United Kingdom, and +218 is Libya. Many (but not all) countries then have a city code or area code, and in many (but not all) cases you must drop the trunk prefix '0' from the domestic area code number. For example, London's area code 020 becomes +44 20, but Rome's area code 06 becomes +39 06.

If you have a GSM mobile phone, or other phone that allows you to enter the plus symbol as part of the telephone number, just enter the number in international format. The telephone network will automatically insert the appropriate prefix.

Otherwise, you need to know the international access prefix for your current location. The most common prefix is 00, but there are many others used in different parts of the world, and some countries have more than one prefix for specific types of international calls.
