I think that the phone number is still the same so you would call it as if it is in the US. To answer my own question, (they have been here and now gone home again), you dial +1 followed by cell phone no.

Nope - it's a UK mobile (cell) phone number. All UK registered mobile (cell) phones start with 07. When you dial into the UK from abroad - you drop the initial zero. The actual phone could be anywhere within the UK.

If the American cellphone has a UK SIM card, you dial the UK number associated with that SIM card. However, if the American cellphone is using international roaming, you need to call its U.S. number.

Just dial it as you would normally do if both handsets were in England. Whenever you dial a mobile (cell) phone, the phone network automatically dials it as if it was an international call anyway. Although it may not show up in the phones memory, each number is automatically prefixed with +44 - which is the international access code for the UK. This will only work, if the English cell phone in America is logged onto the cellular system in America. The phone will have to be a tri-band, to use US frequencies and have an agreement by your service provider, to connect you. This known as 'roaming'.

According to Dial-a-Phone's website, they do not seem to currently offer services directly outside of the UK. However, one can use their phone abroad as long as one has either a dual-, tri- or quad-band phone.
