How do you elaborate on a question on Answers com?

You can explain your question out in further detail on "Discussion" pages. Once you ask a question look on your left hand sidebar for an option that says "Discuss". From there you can add a response or add more detail to what you are asking.

If you want to add information for the Question (only), it is best to add it in the Question. If you cannot, put it in Discuss (Discussion) on the left hand side links. If you want to add to the answer, just click Edit on the Community Answer.
