I think you get dojo registration if you are lucario rank beaten all makuhita dojo areas and um uh be at level 100

talk to alakasam with your first starter pokemon. he will say about lucario. after that you go do some mission then u dont see him go to wish cave and lucario will be there to fight u and u defeat him u get a level at the dojo and u defeat him again he may jion u and that is how u get it.
