You can buy hair at the gift shop in the town. Most of the time they are 500-650 coins,so I would suggest saving up for one. :)

You don't unlock it, you can get a hat as a free item in parties. To get hair on Club Penguin, you have to pay to become a member and get it at the Gift shop catalog.
