You get one when you sign up. You can password-encode access to a secondary blog only by clicking on the settings for it, then scrolling to the bottom and checking the box for 'password protect this blog'.
This is a hack led by the creators of Missing E, an extension for tumblr. The tumblr staff started to use it so the creators wanted to hack their accounts by issue-ing the security notice to random tumblr users. I honestly do not know if this is true or not- I found it on tumblr.
If you have the passwords for something, there isn't really much to hack. Hacking is concidered breaking in in to something without passwords, or aquiring passwords illicitly. Already having them is simply loggin in with them.

Club Penguin beta passwords are only for the people who created those accounts. If you try to hack their passwords you may be banned by Club Penguin.
Same reason we have door locks and safety procedures: because not everyone is friendly, and they would love to hack accounts without passwords...

The password in Ninja Saga hack v3.6 is not available online. Passwords are kept private and hacking is a crime.
People don't do that. Only people who are too lazy to make their own person ask for usernames and passwords to hack. That's not good.
