Building self leveling tanks is the only way I can think of. Self leveling tanks have a pipe between the two tanks at the lowest level possible. The pipe size should be appropriate to the size tanks your using. i.e. 2" diameter between two 55 gallon tanks. Then, no matter if you are adding or taking water out, they will stay level from the water pressure. Utilizing a float system for auto filling will only be necessary in one tank. Hope this helps.
