You block the phone,
You can make your profile private. This means your tweets won't be publicly available.
Unfortunately, no. If your updates are protected, only your followers can see them, includng any @replies you may make. If you've replied to someone not following you, they can't see any of your tweets, since you're protected.
If your profile/tweets are not protected then anyone can see your tweets. When you mention someone in your tweet, that tweet will always appear in their @replies tab whether they are following you or not.
you can't make anyone answer the phone.
You can't. But you can block people or protect your tweets, but if you protect your tweets people can not retweet them.
Yes, your tweets are automatically public when you make your account. However, there is also the option of having a private account. To make your tweets private, go to settings and tick the box that says "Protect My Tweets" This means that anyone who wishes to follow you will have to send you a request that you can either accept or deny.
People won't be able to use the Retweet function on your tweets if your tweets are protected. This doesn't stop them copying and pasting your tweet and retweeting the old way though.

No. The only thing you can do is make your account private, which will make all your future tweets private (but past tweets may appear in stuff like search results). Unprivating your account makes all future and past tweets publicly visible.
